Windsor, Ontario – The Windsor/Essex County Humane Society is issuing an immediate public request for information regarding a disturbing case of suspected animal neglect uncovered in the Harrow area. Investigators are looking for information regarding the condition of a number of dogs that were discovered living in what have been characterized as extremely unsanitary and potentially dangerous conditions on a rural farm.
At the break of Tuesday, April 29th, 2025, Humane Society officers acted upon a concerned citizen’s call over the welfare of several canines at a house located on Concession around Harrow. Upon their arrival, officers were faced with a situation that called for their immediate action. Initial findings show that at least four adult dogs and a litter of puppies were found living inside enclosures that were filled with excess feces, with inadequate access to clean water, and with signs of malnourishment and untreated health problems.
“The circumstances under which these animals were found are extremely disturbing,” said Melanie Coulter, Executive Director of the Windsor/Essex County Humane Society. “Our officers responded quickly to secure the animals and have them receive immediate veterinary attention. But we need the public’s help to fully understand the extent and length of this suspected neglect.”
Police are especially keen to interview any person who might have:
- Regularly monitored the property on Concession in the vicinity of Harrow in recent weeks or months and can furnish information about the welfare of the animals.
- Observed individuals visiting the property who could be related to the welfare of these dogs.
- Witnessed or heard any suspicious activity at the premises that might be relevant to the investigation.
- Have any photographic or video documentation that could shed light on the animals’ living conditions over time.
“Even seemingly minor details could be very important in building a strong case under Ontario’s Provincial Animal Welfare Services (PAWS) Act,” Coulter stressed. “Our goal is to make sure that the parties responsible for this suspected neglect are held accountable and that these animals, and perhaps others, are given the justice they deserve.”

The dogs that were rescued are being evaluated fully by veterinarians and taken care of at the Humane Society shelter. Their recovery is expected to be long, and the organization predicts a significant cost of medical care. Public support has begun, as residents have voiced shock and have started offering aid.
“The community plays an important role as the eyes and ears for animals in need,” Coulter said. “We appreciate the concerned citizen who reported this to us, and we hope others with information will come forward so we can get a full picture of what these animals suffered.”
